Floor Amendment to HB 1792-FN
Amend the title of the bill by replacing it with the following:
AN ACT relative to the prioritization of certain curricula in public schools and in private schools receiving state funding.
Amend the bill by replacing all after the enacting clause with the following:
1 Short Title. This act may also be cited as the "Renewing Educational Excellence Is Good Act" or the "RENEE GOOD Act".
2 New Section; Pupils; Discrimination in Public Schools; Prioritized Curriculum and Instruction. Amend RSA 193 by inserting after section 40 the following new section:
193:40-a Prioritized Curriculum and Instruction.
I. Public schools shall teach students to learn with passion, act with humanity, and lead with intention. Students shall be empowered to develop their unique talents, and use those talents to act both individually and collectively to build a more equitable and more just world. To these ends, schools shall prioritize curriculum and instruction in:
(a) Factual, objective, and age-appropriate instruction on historical events and figures.
(b) Language arts, including reading, writing, and communication skills.
(c) Visual arts, including both traditional and digital media.
(d) Mathematics, including arithmetic, algebra, geometry, and problem solving.
(e) Athletics and physical education, as well as the performing arts.
(f) STEAM (Science, Technology, Engineering, Arts and Math) fields to build innovation and technical proficiency.
(g) Civic education that teaches the cultural values that bring all Americans and all people from every other part of the world together.
II. This section shall not apply to public institutions of higher education, or home education programs as described in RSA 193-A. It shall apply to private schools only if the school participates in New Hampshire education freedom account programs pursuant to RSA 194-F, or if the school participates in other state funded programs.
III. If any provision of this section or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the section which can be given effect without the invalid provision or application, and to this end the provisions of this act are declared to be severable.
3 Agency Directive. The department of education shall develop and publish guidelines within 180 days of the effective date of this act, including:
I. Examples of permissible pedagogical teaching.
II. Resources for aligning the curricula described in RSA 193:40-a, I with the required learning areas for an adequate education, as described in RSA 193-E:2-a, I.
4 Effective Date. This act shall take effect January 1, 2027.

AMENDED ANALYSIS
This bill prioritizes the instruction of certain curricula in public schools and in private schools that are receiving state funding. This bill also directs the department of education to develop and publish guidelines relative to permissible forms of teaching such curricula and how such curricula may be aligned with the required learning areas for an adequate public education.
