STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; The State and Its Government; Department of Education. Amend RSA 21-N by inserting after section 13 the following new section:
21-N:14 Academic Research and Improvement Performance Position.
I. There is established within the division of education analytics and resources the position of academic research and improvement performance data analyst, who shall be a classified employee at no less than the level of administrator III. The data analyst shall be qualified to hold such a position by reason of education and experience. The position shall be subject to any other employment requirements as determined by the department.
II. The data analyst shall:
(a) Collect and analyze data to:
(1) Measure student progress;
(2) Evaluate program and instructional effectiveness;
(3) Guide curriculum development and resource allocation; and
(4) Promote accountability.
(b) Assist educators in the effective use of data to drive and improve educational decision-making and student learning outcomes.
(c) Support the goal of improving statewide student proficiency and growth using-data driven decision making, data collection, data analysis, and data reporting, and using data for school improvement and communication.
2 Appropriation; Department of Education. There is hereby appropriated to the department of education the sum of $160,000 for the fiscal year ending June 30, 2027, for the purpose of funding the academic research and improvement performance position established in RSA 21-N:14. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill establishes the position of academic research and improvement performance data analyst in the Department of Education. The Department anticipates the position (SOC 15-05, starting step 5) to cost $101,000 in FY 2027, $103,000 in FY 2028, and $108,000 in FY 2029. This bill provides general funds of $160,000 in FY 2027 to fund the position. Any unexpended amounts would lapse at June 30, 2027, and it is assumed this position, were it to be established, would have its funding considered in FY 2028 and beyond as part of the state operating budget process.
