STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty-Six

 

A RESOLUTION calling upon the federal delegation from New Hampshire to support Medicare for All, a universal health insurance program that guarantees all people the health care they need.

 

Whereas, our current system of health insurance is expensive, complicated, and dysfunctional; and

Whereas, Medicare is a program that already exists in every state and operates with great efficiency, and gives us the best opportunity to achieve universal health care in a short period of time; and

Whereas, we still have far too many people uninsured and under-insured, resulting in delayed or no care for acute and chronic physical and behavioral health conditions including untreated substance abuse and mental illness, further driving down U.S. life expectancy; and

Whereas, the duration and quality of life for the citizens of New Hampshire will improve if all can access primary care; and

Whereas, fellow New Hampshire citizens have experienced bankruptcy due to medical bills even when they have insurance, unheard of in any other developed nation; and

Whereas, we the people pay for private health insurance our entire working adult lives and none of that money goes into the Medicare program to take care of us when we are old; and

Whereas, we believe the only sustainable, cost-effective approach is to have one insurance pool, combining low-risk healthy, working adults, and the high-risk pool of the elderly, people with disabilities, and the poorest among us, like every other developed country in the world; and

Whereas, our current 2-pool insurance system is not sustainable and not affordable; and

Whereas, Medicare for All will allow entrepreneurs to start businesses; will relieve small businesses of the onus of providing private health insurance; and will help New Hampshire and other businesses in the United States better compete in the global economy; and

Whereas, having affordable health insurance that is independent of one’s job, will allow all people to pursue happiness in the job that they love, not just the job with health benefits; and

Whereas, Medicare for All will eliminate the need for poverty-only government health insurance such as Medicaid that entails enormous administrative costs for state governments, and stigmatizes participants; and

Whereas, the state of New Hampshire and the municipalities in our state currently spend millions of dollars a year for private health insurance for their employees, a cost that keeps rising every year, putting a strain on resources that could be better spent in addressing other needs in our own communities and state; and

Whereas, Medicare for All will allow the state of New Hampshire to finally decrease property taxes; now, therefore, be it

Resolved by the House of Representatives, the Senate concurring:

That the New Hampshire general court hereby calls on our federal congressional delegation to pursue and pass comprehensive legislation to establish Medicare for All that includes the following key provisions:

I.  Guarantees every citizen, legal resident, and their children the option to enroll in Medicare;

II.  Includes comprehensive coverage including dental, vision, prescription drugs, and long-term care without deductibles;

III.  Enrolls all persons currently on Medicaid into the Medicare program;

IV.  Controls costs by emphasizing preventive care and management of chronic illness;

V.  Includes freedom of choice of health care providers; and

VI.  Requires adequate regulation of quality, safety, and oversight.

That a signed copy of this resolution be sent by the house clerk to each member of the New Hampshire congressional delegation.
