STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
A RESOLUTION urging the federal government to accept cash at all points of service.
Whereas, Article I, Section 10 of the United States Constitution provides that no state shall emit bills of credit and reserves this duty to the United States of America; and
Whereas, The Gold Clause Repeal of June 5, 1933, and the Nixon Shock of 1971 removed the gold standard, making the United States the sole backer of currency; and
Whereas, 31 United States Code, section 5103 states that United States coins and currency are legal tender for all debts, public charges, taxes, and dues; and
Whereas, failure to accept tendered currency can call into question the value and credibility of the currency; and
Whereas, citizens are not required under any laws to carry cards of electronic or debit for monetary transactions; and
Whereas, the usage of tendered currency protects the right to privacy by not requiring specific banking and digital transactional receipts and markers; and
Whereas, government agencies and vendors have charged 'convenience fees' for electronic transactions while not accepting tendered bills which violates the clause of 31 United States Code, section 5103 regarding legal tender for all debts, public charges, taxes, and such practices continue at certain facilities, including but not limited to National Park Service and museum parking, entry, concessions, and services; now, therefore, be it
Resolved by the House of Representatives:
That all federal agencies and all subcontracted companies and agencies which operate on federal facilities, parks, preserves, and offices shall accept the legal tendered currency of the United States of America.
That the governor of New Hampshire and the New Hampshire senate be sent copies of this resolution by the house clerk and invited to make similar proclamation.
That signed copies of this resolution be sent by the house clerk to each member of the New Hampshire congressional delegation, the National Parks Service Director, the Director of the Smithsonian, the Directors of the National Museums, and the Secretary of Commerce.
