Amendment to SB 454-FN
Amend the title of the bill by replacing it with the following:
AN ACT relative to public health outreach by the department of health and human services regarding awareness of Alzheimer's disease and other dementias.
Amend the bill by replacing all after the enacting clause with the following:
1 New Paragraph; Department of Health and Human Services; Public Health Outreach; Awareness of Alzheimer's Disease and Other Dementias. Amend RSA 126-A:5 by inserting after paragraph XXVII the following new paragraph:
XXVII-a.(a) Subject to available resources, the commissioner shall direct the bureau of adult and aging services to collaborate with the division of public health to update and incorporate into existing relevant public health outreach programs, the following information electronically to aid people's understanding and awareness of Alzheimer's disease and other dementias and to improve public health regarding:
(1) Early signs of Alzheimer's disease and other dementias that should be discussed with health care professionals.
(2) The value of early detection and diagnosis.
(3) The relationship between Alzheimer’s disease, dementia, and other chronic health conditions.
(4) Lifestyle interventions that promote brain health and reduce the risk of cognitive decline.
(b) The bureau of adult and aging services shall collaborate with the division of public health to incorporate in existing relevant public health outreach programs information to educate health care providers on:
(1) The importance of risk reduction, early detection, and timely diagnosis of cognitive impairment.
(2) Validated cognitive assessment tools and biomarker tests for the detection and diagnosis of cognitive impairment.
(3) The value of a Medicare annual wellness visit for cognitive health and the Medicare care planning billing codes for individuals living with cognitive impairment.
(4) Information regarding FDA-approved treatments.
(5) Resources available to individuals living with dementia and their families and caregivers.
(c) The bureau of adult and aging services shall compile a report every 2 years regarding the incorporation of Alzheimer’s and dementia into the state public outreach programs that shall be submitted to the subcommittee on Alzheimer’s disease and other related dementias, established in RSA 126-A:15-a, by September 1, 2027 and bi-annually thereafter.
(d) It is the intent of the legislature that the department apply for available federal or private funds when such funds are appropriate and relevant to supporting the state’s efforts to implement this paragraph or the Healthy Brain Initiative Road Map, as described by the National Centers for Disease Control and Prevention, as available resources and eligibility permit. Any such federal funds obtained shall be utilized to support the state’s efforts to fully integrate brain health into public-health practice and reduce the risk and impact of Alzheimer’s disease and other dementias.
2 Effective Date. This act shall take effect 60 days after its passage.
