Amendment to SB 466-FN
Amend the bill by replacing section 1 with the following:
1 Public Safety and Welfare; Changing Marks on a Firearm. Amend RSA 159:13 to read as follows:
159:13 Changing Marks. No person shall change, alter, remove, or obliterate the name of the maker, model, manufacturer's number, or other mark of identification on any pistol or revolver, or any other firearm, except for an antique firearm as defined in 18 U.S.C. section 921(a)(16). Possession of any such firearms upon which the same shall have been changed, altered, removed, or obliterated shall be presumptive evidence that such possessor has changed, altered, removed, or obliterated the same. Any person who violates the provisions of this section shall be guilty of a [misdemeanor] class A felony.

AMENDED ANALYSIS
This bill makes it a class A felony to change, alter, remove or obliterate the name of the maker, model, manufacturer's number, or other mark of identification on a firearm other than an antique firearm.
