STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty-Six

 

AN ACT authorizing a historic marker on a highway for the purpose of acknowledging the abuse of former residents of the youth development center.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Historical Resources Council; Youth Development Center Historical Marker.  

I.  Pursuant to RSA 236:40-42 and RSA 227-C:4, X, the historical resources council shall, in cooperation with the department of transportation, and with opportunities for comment by former residents of the New Hampshire youth development center (YDC), determine the content for a highway historical marker for the YDC that acknowledges the abuse suffered by former residents.  

II.  The historical resources council shall consider public reports and news articles concerning the hundreds of surviving victims of sexual and physical abuse suffered at the YDC, the deep and lasting pain and trauma for them and their families, often increased by silence and denials by public officials, and the repugnance for such abuse and violation of human dignity and state laws.  

III.  The marker shall be placed after the closure and sale of the YDC property, or no later than June 30, 2028.  

2  Effective Date.  This act shall take effect 60 days after its passage.
