AN ACT relative to toll-free use of the New Hampshire turnpike system by vehicles with purple heart license plates.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Exemption from Tolls. Amend RSA 237:12, I by inserting after subparagraph (d) the following new subparagraph:
(e) Motor vehicles bearing plates with a purple heart as authorized under RSA 261:86 and using toll lanes with attendants.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 49 FISCAL NOTE
AN ACT relative to toll-free use of the New Hampshire turnpike system by vehicles with purple heart license plates.
FISCAL IMPACT:
The Department of Transportation states this bill will decrease state restricted revenues by $13,044 in FY 2012, $13,304 in FY 2013, $13,565 in FY 2014, and $13,826 in FY 2015. There will be no fiscal impact on state, county, and local expenditures or county and local revenues.
METHODOLOGY:
This bill permits the toll free use of the New Hampshire Turnpike System by vehicles with Purple Heart license plates.
The Department states the bill will decrease state turnpike fund revenues by the amount of revenue generated by Purple Heart plate holders. The Department’s estimates are based on the number of Purple Heart license plates currently registered (700). Based on a 2009 census estimate, the Department assumes 511 (73% x 700 plate holders) of the plate holders would be located in turnpike corridor counties (Hillsborough, Merrimack, Rockingham, and Strafford). Based on a January 1999 study by Wilbur Smith Associates, the Department also estimates 41% or 209 (41% x 511) of the plate holders would use the turnpike system in FY 2012, with an annual growth rate of 2% per year (4 plate holders per year). Based on a 1998 study by Vollmer Associates, the Department estimates the plate holders in total would make 16,024 trips on the turnpike system per year. To estimate the revenue lost on these trips, the Department projects an average toll amount of $1, with 62% or 9,935 (62% x 16,024) of the trips subject to the E-ZPass discount of 30% ($0.70), and the remaining 6,089 trips paying the full toll amount, for a total amount of revenue lost in FY 2012 of $13,044 (($0.70 x 9,935) + ($1.00 x 6,089)). With the projected 2% annual growth rate, the Department estimates lost revenue of $13,304 in FY 2013, $13,565 in FY 2014, and $13,826 in FY 2015.
