STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT relative to testing of state law enforcement officers for steroid use.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Findings.  The general court finds that non-prescription steroids and their artificial counterparts could be detrimental to the health of our police force.  The general court further finds that professional sport associations have already adopted policies prohibiting the use of these performance enhancers as well as policies for random drug testing of the players to protect the players, and the NCAA has already taken actions similar to the professional sporting associations and prohibited the use of steroids and enacted random drug testing for college level athletes.  The general court also finds that there are potential side affects to these artificial steroids that could put our citizens at risk.

2  New Paragraph; Rulemaking; Steroid Testing for Law Enforcement Officers.  Amend RSA 106-B:7 by inserting after paragraph IV the following new paragraph:

V.  The director shall, with the approval of the commissioner of safety, adopt rules, pursuant to RSA 541-A, developing a process for randomly testing state police officers for any synthetic hormone derived from testosterone that is known to cause psychotic episodes, spontaneous rage, or aggressive behavior, or any anabolic steroid as defined in RSA 318-B:1, II-a.

3  Effective Date.  This act shall take effect 60 days after its passage.
