STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT prohibiting the distribution of higher education and adult education financial assistance to any student who is not a legal resident.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Adult Education; Funding of Educational Programs.  Amend RSA 186:63 to read as follows:

186:63  Funding of Educational Programs.  Funding for the programs authorized by this subdivision shall be from monies appropriated by the state and the school districts for such programs and from such other funds as may be made available by the state board of education.  Educational programs authorized by this subdivision shall only be available to legal residents of the state of New Hampshire.  

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill restricts non-legal residents of the state from adult education programs under RSA 186:61-63.  The Department of Education provides programs for approximately 7,000 adults, but does not collect any information pertaining to the legal status of those served.  Therefore, it is not possible to estimate this bill’s impact on state expenditures, or local revenue and expenditures to the extent funds pass through school districts.
