STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty

 

AN ACT relative to the membership of the state board of education.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  State Board of Education; Members.  Amend RSA 21-N:10, I to read as follows:

I.  There is hereby established the state board of education consisting of [7] 9 members, 2 of whom shall be students enrolled in a public school, who shall serve without pay and shall not be technical educators or professionally engaged in school work.  The members shall be paid for actual expenses incurred in the performance of their duties out of moneys appropriated for the department of education.

2  New Section; State Board of Education; Student Members.  Amend RSA 21-N by inserting after section 10 the following new section:

21-N:10-a  Student Members.  

I.  The governor shall appoint the 2 student members to the state board of education, one of whom shall be in grade 11 and one of whom shall be in grade 12.  One of the student members shall attend a public high school in the state's first congressional district at the time of appointment and the other student member shall attend a public high school in the state's second congressional district at the time of appointment.  The student members shall be non-voting members.  The student members shall not be present during nonpublic meetings.

II.  For the school year 2020-2021, a student in grade 11 and a student in grade 12 shall be appointed to the state board.  Thereafter, a student in grade 11 shall be appointed each year to the state board.  Vacancies shall be filled during the next application period.

III.  The state board shall notify every public high school principal in the appropriate congressional district by March 15 of each year that applications are being accepted for student membership.   

IV.  Applications for the student membership shall be submitted to the state board no later than April 15 of each year.  A screening committee of the state board shall select 6 semifinalists for student membership.  The state board shall, by May 1 of each year, select 3 finalists for the governor's consideration.  

V.  Terms of the student members shall begin in September.  The term of office of a student member shall end after 2 years or following their 12th grade year, whichever comes first.

VI.  At the time a student member's term commences, the student shall:  

(a)  Be enrolled in good standing in a public high school pursuant to paragraph I.

(b)  Have completed 10th grade prior to the commencement of their term.

(c)  Provide at least 3 references from teachers in the school that the student attends.

(d)  Meet any other criteria established by the state board in consultation with students in the state.  

3  Effective Date.

I.  Section 1 of this act shall take effect July 1, 2021.

II.  The remainder of this act shall take effect January 1, 2021.
