STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT relative to mile markers along Route 112.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Installation and Maintenance of Mile Markers.

I.  The department of transportation shall install mile markers along the length of Route 112, also known as the Kancamagus Highway, from the town of Lincoln to the town of Conway and may install mile markers along Route 112 from the town of Bath to the town of Woodstock.

II.  Generally, mile markers shall be installed at regular intervals of not greater than one mile and shall be clearly visible and legible to motorists and emergency personnel.  The department of transportation may omit mile markers along densely developed segments of highway.

III.  The department of transportation shall maintain the mile markers installed pursuant this section in accordance with, and subject to, the applicable provisions of the Federal Highway Administration’s Manual on Uniform Traffic Control Devices.

IV.  Prior to installation the department of transportation shall meet with public officials from the town of Lincoln and the town of Albany to provide information on mile marker design, proposed locations and traffic impacts.

2  Effective Date.  This act shall take effect 18 months after its passage.

METHODOLOGY:

This bill, effective 18 months after passage, requires the Department of Transportation to install mile markers along the length of Route 112, also known as the Kancamagus Highway, from the town of Lincoln to the town of Conway and authorizes the installation of mile markers along Route 112 from the town of Bath to the town of Woodstock. The Department has provided the following assumptions relative to this bill:

 

  • The Department assumes efforts to begin the process of implementation will start after passage with the intent of having signs installed as soon as practical. The Department states even under an expedited approach, in-house engineering to develop the construction documents for bidding would take at least four months (longer, if using a consultant) and then three to four months for bidding and contract execution (assumed in FY 2026), and construction will be approximately four to six months (assumed primarily within the construction season 2026 with completion in 2027, bridging FY 2026 and 2027).
  • Due to existing workload, Bureau of Traffic (the likely lead bureau) and other support bureaus would be unable to add this work to their respective work plans and arrange for project staffing. Instead, the project would be designed principally by a consultant, and the fees would need to be paid with Federal funds. However, the Federal Highway funded capital program is constrained, so the addition of this work will displace work that is already programmed. Similarly, funding the construction using Federal funds will displace other sign improvement work already programmed for those funds. This could impact and delay other sign improvements such as repair and upgrade of deficient overhead signs along Interstate highways.
