STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty-Six

 

AN ACT relative to the creation of an educational opportunities information system.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; The State and Its Government; Department of Education; Education Opportunities Information System.  Amend RSA 21-N by inserting after section 13 the following new section:  

21-N:14  Education Opportunities Information System.

I. The department shall develop and maintain, or purchase and implement, a school educational opportunities information system to include information on and the location of all public schools, chartered public schools, non-public schools, learn everywhere programs, and other education opportunities. The system shall:

(a) Provide detailed profiles for each education opportunity to enable a robust search function.  

(b) Provide for search-saving criteria, sorting, and keyword searching.

(c) Provide a mapping function, with a function to search for education opportunities within a specified distance from an address.

(d) Enable education facilities to maintain their own data.

(e) Be capable of being accessed via the department's website.

II. The department shall issue a request for proposal for the development or licensing and implementation of the system.

2 Department of Education; Appropriation. There is hereby appropriated to the department of education the sum of $1 for the fiscal year ending June 30, 2027 for the purpose of developing and implementing an educational opportunities information system. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3  Effective Date.  This act shall take effect 30 days after its passage.

METHODOLOGY:

This bill requires the Department of Education to create and maintain an online system that catalogs information regarding various educational opportunities in the state. The Department states the system would provide information and locations of all public schools, chartered public schools, non-public schools, and learn everywhere programs in the state. The Department states it would likely need to contract with a third-party vendor in the purchase and/or construction of a new system or an off-the-shelf product to provide the necessary requirements identified in the statute. The system would need to integrate with existing systems to prevent the duplication of data and allow for access by external users to upload, update, modify, and delete data as necessary and required by the statute. Ongoing maintenance would be required to ensure systems continued to function and were appropriately integrated with Department system databases, ensuring high levels of data security as required by state and federal law.

 

The Department states it would need to develop and release a request for proposals (RFP) for the development and purchase of the services required by the statute to stand up the required system and each of its components. The Department estimates the need for a standard development team including a lead developer and two (2) or more support developers to provide the necessary services related to the buildout of the required system. The Department estimates this cost could range between $250,000 and $300,000.

 

The Department states it may be possible that an off-the-shelf program or system may exist that could meet the needs of the statutory requirements, but an RFP would be needed to determine that. Ongoing annual administrative support of the system would likely require a position within NHED to provide data governance, management of access, ongoing maintenance and operation, recommendations for improvement and updates, and assurances that the system meets all necessary state and federal data privacy requirements as the system would need to integrate with other state data systems.  This position (SOC 15-06) is estimated to cost $98,000 in FY 2027, $100,000 in FY 2028, and $105,000 in FY 2029.

 

This bill appropriates $1 in FY 2027 and provides no authorization for new personnel.
