METHODOLOGY:

This bill makes a nonlapsing general fund appropriation of $3,450,000 to the Department of Health and Human Services in FY 2019.  Of the appropriation, $3,000,000 is for the purpose of enhancing provider rates for mental health and substance use disorder services and $450,000 is for the purpose of emergency shelter and stabilization services.

The $3,000,000 for provider rates will be eligible for matching federal funds, but since the appropriation will fund services for individuals in both the traditional Medicaid population (50% federal funds) and the Granite Advantage Health Care population (93% federal funds), the Office of the Legislative Budget Assistant is currently unable to determine the amount of federal dollars that will be received.
